Legal suites in Red Deer: what lenders and the City look for

Buying a home with a suite, or adding one, starts with knowing what counts as legal.

"Red Deer homes for sale with legal suites" is one of the more common local searches, and it makes sense. A suite can help cover the mortgage, house a family member or give you options later. But lenders treat a suite very differently depending on whether it's legal, and Red Deer's rules shape what's possible.

To a lender, a legal suite is a self-contained unit that has the permits, meets building and fire codes, and is allowed by the zoning. A basement with a second kitchen and no permits isn't one, no matter how nice it looks. The difference matters because:

  • Lenders generally count rental income only from a legal unit, and usually only part of it, either added to your income or subtracted from the property's costs depending on the lender's policy.
  • An appraiser may give little or no value to an unpermitted suite.
  • Your home insurer needs to know a unit is rented.

When you're buying, ask the seller for the permits and occupancy approval for the suite. Make your offer conditional on getting them if they're not in the listing package.

Red Deer's suite rules in brief

The City of Red Deer allows house suites (inside the home) and backyard suites (garden or garage suites) subject to its zoning bylaw (City of Red Deer). A few points stand out:

  • Neighbourhood cap. No more than 15% of homes in a neighbourhood can have a house suite or backyard suite. The City's web map shows where the cap is close to being reached.
  • Size and spacing. According to the City's engagement page on the changes Council approved on September 15, a backyard suite can be up to 75 m², or 75% of the main house's footprint, and must be at least 2.5 m from the house (Engage Red Deer).
  • Character areas. Parkvale, Woodlea, Waskasoo, Riverside Meadows and West Park have character statements that apply to backyard suite applications, with tighter limits on relaxations.
  • Where it's simplest. Backyard suites are a permitted use in Timberlands North; elsewhere they're discretionary and need approval.

Rules change, so confirm the current bylaw with the City before you buy or build.

Buying a home that already has a legal suite

With an owner-occupied home of up to four units, an insured purchase can be done with a smaller down payment than a pure rental, provided you live in one of the units. How much rent counts toward qualifying depends on the lender and on the lease or a market rent appraisal. I'll show you the effect across a few lenders before you commit.

Adding a suite to a home you own

Since January 15, 2025, an insured refinance can help pay for a new self-contained suite. You can borrow up to 90% of the home's value after the suite is built, as long as that value is under $2 million, the property has no more than four units, you or a close relative live there, and the suite isn't used as a short-term rental (Finance Canada; CMHC). The money has to go toward the project, and CMHC wants approval before construction starts or at an early stage. It's a newer product, so not every lender offers it yet.

A sensible order of operations

  1. Check the City's suite map and the zoning for the address.
  2. Get a rough build quote and, for a backyard suite, confirm servicing.
  3. Talk to me about financing before you sign with a contractor.
  4. Apply for the development and building permits.
  5. Build, pass inspections, then rent for 90 days or longer.

General information only, checked October 26, 2026. Lender policies on rental income vary and all financing is subject to approval.

Questions people ask

Does rental income from a basement suite help me qualify?

Usually only if the suite is legal, and then often only part of the rent counts. Each lender has its own method.

Can I refinance to build a backyard suite?

Possibly. An insured refinance can go up to 90% of the as-improved value (under $2 million) for a self-contained suite that isn't a short-term rental, if you or a close relative live on the property.
